Mark A. Moreno

Mark Moreno was born and grew up in the Chicago, Illinois area. He received his Bachelor of Arts degree from the University of Illinois at Urbana-Champaign in 1980 and earned his law degree in 1983 from Creighton University in Omaha, Nebraska. He is admitted to practice in South Dakota (1983) and Nebraska (1984), United States District Court for the District of South Dakota (1984), United States Court of Appeals for the Eighth Circuit (1984), and the United States Supreme Court (1987).

Mr. Moreno worked as an Assistant or Special Assistant Attorney General since 1983. He served as Hughes County Deputy State’s Attorney from 1986 to 1988 and as State’s Attorney from 1989 to 1993. In 1993, Mr. Moreno was appointed as a U.S. Magistrate Judge for the District of South Dakota (presently a half-time position) and continues to sit in this capacity. He joined the Firm in 1986 and is its senior member.

Mr. Moreno’s practice focuses on administrative, alternative dispute resolution (mediation and arbitration), appellate, business transactions, civil litigation, contract, criminal, estate, government, guardian/conservator, personal injury, probate, real estate and trust work.

Mr. Moreno enjoys staying active in his free time running, biking, walking, reading and spending time with his family.

Paul E. Bachand

Paul Bachand is a native of Rapid City, South Dakota and graduated from Saint Martin’s High School. Bachand received his Bachelor of Science from the University of Montana in 1989 and his Juris Doctor from the University of Montana School of Law in 1992. He served as a Brown County Deputy State’s Attorney in 1992 and a Hughes County Deputy State’s Attorney in 1993. Bachand transitioned to the South Dakota Attorney General’s office and served as an Assistant Attorney General from 1993-2002. He then worked as an Assistant United States Attorney from 2002-2004. Bachand joined the Law Firm in 2005.

Bachand’s practice focuses on civil law, business transactions, and agency representation. He serves as Special Assistant Attorney General, representing state agencies. He is the Executive Director for the South Dakota State’s Attorneys Association.

Bachand also excels in legislative practice and lobbying. He serves as the voice for his clients before the South Dakota Legislature and has many successes in both passing laws as well as opposing them.  He is licensed to practice in both state and federal court.  He has successfully argued cases before the South Dakota Supreme Court. 

Bachand is an avid outdoor enthusiast.  He enjoys downhill skiing, water skiing, mountain biking, hunting and fishing.  In his free time, he manufactures downhill snow skis with his son.

Edward S. Hruska III

Edward Hruska is a South Dakota native. Edward received his undergraduate degree from South Dakota State University in 2011, and his Law Degree from the University of South Dakota School of Law in 2014. He was admitted to the South Dakota State Bar in 2014, is an accredited attorney to the U.S. Department of Veteran Affairs in 2014, and was admitted to the United States District Court for the District of South Dakota in 2015. Immediately following law school, Edward clerked for the circuit court of the Fifth Judicial Circuit. In addition, he currently serves as a 6th Circuit Bar Commissioner (At Large).

Edward’s military career began with his enlistment in the United States Marine Corps in 2002. While in the Marines, he was deployed for two separate tours of duty to Iraq and the Middle East. After his honorable discharge in 2006, he reenlisted, and currently serves as a Captain in the Judge Advocates General’s Corps with the South Dakota Army National Guard.

Edward and his wife have made Pierre their home. Edward is a member of Saints Peter and Paul Catholic Church, the American Legion (Post 8), and serves on the Veterans Committee of the State Bar of South Dakota. For fun, Edward enjoys outdoor activities such as fishing, kayaking, and motorcycling.

Aaron P. Scheibe

Aaron Scheibe is a native of Pierre, South Dakota.  He received his Bachelor of Arts from the University of Nebraska in Lincoln, and his Juris Doctorate from the George Washington University Law School in Washington, D.C.

In 2014, Aaron returned home with his family after accepting an offer to become deputy cabinet secretary in the Governor’s Office of Economic Development (“GOED”).  As deputy secretary, he served as GOED’s chief operating officer and general counsel.  In that capacity, he oversaw the agency’s work with business clients as well as handling a wide variety of legal issues, including all legislative matters and the state’s response to South Dakota court cases and federal agency action in the wake of the EB-5 immigration scandal.  Aaron served as GOED’s interim cabinet secretary twice, most recently in late 2018 before moving to the Governor’s Office in 2019 to support Governor Noem’s administration as senior policy adviser.

Between graduation from Nebraska and his return to South Dakota, Aaron enjoyed a 12-year career with the United States Department of State.  During this period, he served as a diplomat at U.S. embassies in the former Soviet Union and in various offices in Washington, D.C., including on the staff of two secretaries of state.  His diplomatic work focused on international trade, commercial, and energy issues, in particular assisting U.S. companies doing business abroad.

Aaron’s practice focuses on civil law, business transactions, economic development, and government relations, where he continues to use his experience bridging government and private sector perspectives to achieve his clients’ goals.

Aaron and his wife Laura have two young sons, and are proud to be raising them in South Dakota.
